Açık Devlet Yaklaşımında Açık Devlet Verisi: Belge Yönetimi Kapsamında Bir Değerlendirme

Teknolojik gelişmeler çerçevesinde şekillenen modern kamu yönetimlerinde devlet verilerinin paylaşımı ekonomik, sosyal ve politik anlamda bir değer taşımaktadır. Bu doğrultuda “Açık Devlet (Open Government)” kavramı kapsamında gerçekleştirilen uygulamalar ve bu uygulamaların temelini oluşturan açık devlet verileri günümüzde birçok ülkenin yatırımlarda bulunduğu bir konu haline gelmiştir. Bu kapsamda çalışmada, Türkiye’de açık devlet süreçlerinde rol alan kamu kurumlarının açık devlet verilerine yönelik koşullarının analiz edilmesi amaçlanmaktadır. Buradan hareketle çalışmada Türkiye’de açık devlet uygulamalarından sorumlu kurumlar ve e-devlet portalına entegre olan bakanlıklardaki uygulamalar analiz edilmiştir. Söz konusu analizlerin gerçekleştirilmesi için literatürdeki benzer çalışma ve modellere dayanılarak bir değerlendirme aracı geliştirilmiştir. Çalışmada sunulan veriler ilgili kurum ve bakanlıklarda araştırma konusuna yönelik karar vericiler ve uzmanlardan toplanmıştır. Bu süreçte geliştirilen değerlendirme aracı yarı yapılandırılmış formattaki görüşmelerde kullanılmıştır. Değerlendirme aracından elde edilen nicel bulgular tanımlayıcı istatistiklerle sunulurken, nitel bulgular içeriklerine göre analiz edilerek sunulmuştur. Çalışma sonucunda Türkiye’de açık devlet verilerinin yönetimine yönelik mevcut teknik altyapı koşulları betimlenmiş; ortak veri platformlarının oluşturulmadığı ve veri yönetim süreçleriyle ilgili teknik koşulların yetersiz olduğu anlaşılmıştır.
